East Coast, Goldrush - Lags And Long Respawn Times

Hello

Ever since the replay option East Cost is getting random lag spikes (every player feels it so it's not just me) that last 3-5 sec.

In addition, the respawn times for BLU are always in 20 sec range making it a lot harder to attack. Any idea if the times were changed by Valve or is that a server setting?
