Hacker Keeps Joining

Someone with the name of BL1ZZARD constantly joins the game and hacks with an aimbot, we have votebanned him but he keeps coming. Also when he joins he changes his name to someone elses who is in the server to try and confuse us. He is very annoying.

Ok I got his STEAM ID its STEAM_0:0:15507306 (2:23 106)

I also have a demo which he had changed his name in like usual:
