I Can´t Use The H2O-Tool

Hi, i hope, that u can help me by this question. I loaded the H2O-Tool(allthough i don´t know, y i need it :D ) but as i wanted to start the programm- nothing worked

Help_h2o_tool.html is the picture, what comes for a very very very short time, when i try to star/open the h2o-Tool
