Chicago 24/7 2Fort Instaspawn

After the last patch, for some reason on the Chicago 24/7 2fort InstaSpawn server there have been some problems.

• Always says there are 32/24 in the server
• Sometimes will not let you connect when bots are in the server, aka you can't take a bot's place
• Although it says there are 32 people in the server, and it says the cap is 24, currently no more than 16 players can connect at once
• Cannot change weapons loadouts when bots are playing, but when all human players connect, you can switch weapons again

I also know they nerfed damage on some weapons but all the weapons seem to do really low damage right now in that server. Like a shotgun doing 3 damage or Shortstop doing 8 damage (at range but still). Anyways, not sure how much of this is fixable by you guys and how much is Valve's problem but if you can look into and fix whatever you can, that'd be great.
