So I was playing some TF2 today when I witnessed a spy sap a dispenser with the AP-SAP. No matter how many times the engineer hit the sapper; it wouldn't fall off.
I'm not sure if this is a glitch or an exploit. It certainly isn't normal, though.
The video is short because I was too dumbfounded to remember to record right away, but here is what I got:

I watched it, it hardly shows any of the problem. You can see the engineers hit the dispenser twice without the sapper falling off, but that's all.

Around 21:35pm BST, Mud was using an exploit in order to make it appear as if he was doing a hi-5 taunt, but able to shoot and move. As can be seen in the image, he is clearly shooting at me, his Scattergun not attached to his model. It is impossible to tell which direction he would travel in, or the direction that he would shoot in, as he would just slide along the map in that position, Scattergun facing the air. It also appeared he was moving slightly faster than a Scout would run. Unfortunately a Votekick request did not go through, as there was not enough votes.
