Questions Regarding Tf2

I have a few questions since I am sorta new to steam and TF2. I notice the server browser is not updating all the time for me. I also notice the friends list in steam doesn't always update as fast as I would expect. Sometimes it says someone is playing a game, but when I try to join it says player is not in a game, or joins and no one is there. Is this common? or is there setting I am missing? I am presently running with only windows firewall as I thought maybe zonelabs was the one causing the problems, but it seems to be the same regardless. Also I was wondering if Lotus used teamspeak or Ventrilo for voice chat as a supplement to the in-game chat? It would be nice then I could chat cross team with lotus members. Anyways those were just a few questions I was wondering.

We have a TS server but it's not being used right now at all. Usually the Game Voice Chat is fine.

The notices that Steam gives out can easily become outdated (for example trying to join a full server, etc).
