Ping Spikes And Tf2 Freezing

I had a problem this weekend with ping spikes and my computer freezing when playing tf2. The problem was fixed when I changed my decals from 0 to 200. I see a few threads dedicated to servers performing badly. This could have something to do with it. When I was having the problem, I took time out to spectate others ping and saw serious spikes going down. I don't know if valve has fixed the problem yet but I found the decal thing to work great.
