WAIT (this should take less then 15 minutes in which time you will finish verifying and then download the TF2 update) You can check if you have the update because under properties the game size goes from 7*11MB (can't remember what * is, but it's less than 5) to 7735MB. Once the server patched itself, which was about ten to fifteen minutes after the update, the altered water particles updated, which were consistent with the new, updated client particles.
