I Can't Make A Royal Academy

I played Skirmish mode before and I immediately upgraded the Town Square into a Royal Academy and it worked. Now, I played Skirmish mode again and I built a Town Square but I don't see the button that turns it into a Royal Academy. I also tried it in Kenji's Journey(Dragon's path)and the button wasn't there.

Those are WTOW updates.

You will see them only in GrayBack's Story mode.

In skirmish there is a check box for WTOW, only when that is checked you will have wtow units buildings and upgrades.
