0 (number zero) was playing Heavy with aimbot, maybe wallhacks. Minigun with practically zero spread, and when we get pinned in spawn it becomes a slaughter.

The second demo is more of his shenanigans starting around the 0:38 mark.

We managed a successful votekick and voteban for 30min but can he be banned for hacks?

Your demo is inconclusive at best from your point of view, so please do try and go spectate the aimbotter next time. However by making clever use of drive command I was able to confirm that this is indeed some sort of weird hack (never saw a player shooting while taunting), and I've permabanned STEAM_0:0:68256667.
