Autobalance on the West Coast servers is currently `wonky`. I am working on a fix but in the meantime you should use the `changemyteam` command when that happens.

Funky explained this one to me. Apparently you can connect to 33/33 servers no matter what by typing the ip in the console. This doesn't have anything to do with donator privileges, so my guess is that it just hasn't applied yet.

Autobalance immunity. Donators/Admin are now ignored by Autobalance .

Being autobalanced during matches and when I use the command to switch teams it just autobalances me again right away. Is there an issue with the newest version of TF2?

Same here. I know WarNipple and Graedus were also having the same problem, as were other donators on the server at the same time. We were all on Stocks 1 at the time so I'm not sure if this is impacting other servers or just that one. Changemyteam also only lets one person switch every 20 minutes. Thanks!
