What you're seeing are thousands of little worms in a giant cocoon. They move by all of them jumping, which makes it look like it is pulsating. They can also survive in areas so heavily polluted with organic matter that almost no other species can endure. By forming a protective cyst and lowering its metabolic rate, T. tubifex can survive drought and food shortage. I'm guessing that's what happened.
