Just Join other Servers than Lotus and you see all Server has the fixed Update already.

Servers are up to date else he would not be able to join them. Fact is Valve DID NOT fix it.

No server has it fixed, Valve did not fix it.

Updates to Team Fortress 2 have been released. The updates will be applied automatically when your Steam client is restarted. The major changes include:

Added further PropHunt mode support

Added a "SetCustomModelRotates" input, which will enable/disable whether the custom model should rotate yaw (enabled by default)

I think i can decipher this scentence, I think by streams he must mean data or ideas, plugin could mean input, as in giving your input in a conversation, and by package he must mean the engie update, so if we put it all together, this is what he's trying to ask:

Does anyone have any idea about anything relating to the engie update, I am eagerly waiting for that update.
