They can voteban you, maybe, but the only people who have the power to permanently ban you are (seemingly) a lot more mature than that.

i will explain (long story but worth that)

Once i have started playing i met guy Sexy king and i called my self sexy jew (because im jew and we was good firends)

and after we palyed alot together he thinks from him self 2 much (he was good palyer)

by the time i started to be wayyyyy better then him and when he joined to L-r clan he knew he can get rid of me because im better then him (and this was hes dream first thing to do when he can ban some one ban me)

2 days ago i played with lotus friends (Dust bowl UK) and sexy king joined the game when i started killing him he became mad and Voteban me

then i asked him if im better then u then you voteban me?

then he tried to voteban me 4 more times (didnt work) only once votekick worked

This shows how much he hates me and then i changed my name the king is gay

And after all 4 times he voteban me for no reason he said

Hey jew say hello i record this game and have a reason to ban you

Play your last day in here after he left (i bet to psot this here) i gone after 30min

and in the next day im banned

i still dont get it why i should get banned o.O? because im better then him

That can't happen again i got perm ban for nothing thats why its sucks i dont realy care about that guy but all 80% oh time i played tf is on that server and all friends rank and stuff is out there now i have to suffer just because of that guy that what freaks me out :|

If you got permanently banned, you did something wrong. Go and post in the unban request section, with your story.

I don't see anything in the ban request section though, and sexy king doesn't have the power to ban you, so are you sure it's not just a voteban?

If there's no reason for the ban, then it will get removed. If it was a vote ban, it's not permanent. If you open the console (go to the * for instructions on how to do that) and type "record demo" without the quotes and hit enter while it's going on, then you have something to show.

As far as I'm aware, Lotus recruits don't get admin privileges but those who donate do, so he probably donates. That's not necessarily relevant but it's nice to know I suppose. Either way, if he's vote banning you, that means at least 66% of the people on the server are saying yes. If it's happened 5 times as you have claimed, I highly doubt he's just managing to get that many people to be an ass and there's more of a reason for the ban than you're admitting to. Either way, posting a demo of this will get the temporary ban removed. Not sure what else happens beyond that but seriously, might as well try.

Make sure to go into options and enable the console. Once you do that, you can bring up the console by pressing the ~ key. It's accessible while on a server and just on the main screen. If you want to record, type "record demo". If you want to stop it, type "stop demo". Might just be stop, not sure. For some fun after all that, try typing in "explode".
