I don't know exactly how it works but there is something that has to do with the server communicating back and for to your computer that keeps proxies from working. Also, depending on his service provider resetting his modem could potentially give him a new IP each time. That being said Mana and Afro are more than skilled enough to prevent this user (as they have others) with little to no effort on their part.
