It doesn't apply to anything that was "not craftable" in the past (i.e. past purchases). It is only applying to items going forward.

I think that Valve wanted us to buy hats from the store more than obtaining them from trading, but raising the price of the hats is kind of counterproductive - I was even maybe going to buy some older hats if they were $1 - $2 just so that I don't appear hatless to everyone, but if they cost $5 I'd rather just buy 2 keys and get 4 craft hats instead of 1 for that price.
