Why do we need to post our suitcases? You are given the option to delete items as you pick them up. Also for the people who use that idle program, you can easily set it to delete duplicate items. If your suitcase is full, you suck

No, I don't know exactly what happened but Valve basically did a rollback on the hats aquired due to a glitch or something, I think.

You can have as many hats as you want as long as you got/get them legally.

There was about an hour after a patch that changed how often you get a hat. The extra hats (which there were about a dozen hats in the guy's backpack) were deleted by Valve. It is possible to have two, or maybe even three hats by now, but Valve wanted to crack down on the people who glitched their hats.
