Since when can't I disguise as a friendly Heavy?

I was on Stock Maps #4, as a Spy, I tried disguising as a friendly Heavy, but it didn't work, and I was told if I tried again I'd be banned.

Guess what? I'LL DISGUISE AS ONE ANYWAY.

Oh and I took the liberty of blacklisting your crappy server.

Wait... What? I did this yesterday with no problems and no one cared. I don't think you can get banned for doing something the game lets you do, but if your griefing around, and everyone finds it really annoying, a voteban might be initiated, which only lasts for a half-hour. I don't think you can get perma-banned for disguising as a fellow combatant.
