Steam Trading Cards Issue

Anyone know how to deal with this?

Can't buy via phone or PC. I have money on my account, I don't know what's wrong with it. Any help is much appreicated.

Who is eligible to participate in the Community Market?

The account must have a successful purchase older than thirty days, but not older than a year. Also, Steam Guard must be enabled for 15 days.

If you have had your password reset by Steam Support you will need to wait another 15 days with Steam Guard enabled before you can list items on the Community Market.

If a chargeback has occurred on your account you will be eligible 30 days after your next successful purchase.

If a password is reset on an active account, the market will be restricted for 5 days. If an account has not been active within the past two months, this restriction will last for 30 days. this does not affect password changes, only password resets.

Adding a new purchase method to an account will trigger a market restriction for seven days.

Why is Steam Guard required?

We require Steam Guard to be enabled for 15 days to help protect your items and Steam Wallet funds from being misused by somebody who may have illicitly obtained your account.

If you've paid with something you didn't pay with before, you can't trade on the market for 7 days.

This also goes for "logging in on a new device". If you log into Steam from your phone for the first time, you won't be able to buy or sell anything for 7 days using that phone.

It also forgets any device you delete cookies for, just in case you did that or ran any system cleaning software recently.

I did run Disk Cleanup a few days ago, but I run Disk Cleanup every month or so and it's never done that before. If that is the case, do you know how many days it won't work for?

Had this aswell, but it looks like many cookies are gones.
