I start to spec him around 14700 ticks. Some sort of suspicious shots there. Especially the demo headshot.

Another at 21400 possibly. Pyro stuff happens at 57500 (probably not hacking but never hurts for others to look)

 

Here is his chat log. Nothing incriminating but I assume some others accuse him of hacking in the dustbowl server.

-He has 164 hours on tf2, but plays nothing like it, based on what I saw (positioning, movement, map knowledge etc.)

-The shots you noted seem more like lucky flick shots, than aimbot to me. (note his reaction on the demo shot, apparently he surprised himself)

-He tries to predict the soldiers rocket as pyro. Soldier shoots the first 2 rockets 3 seconds appart (4:24 and 4:21) he reflects at 4:18 again because he thinks the soldier will keep firing in the same interval. The airblasts are quite fast, but far from impossible.

-He is in tf2center steam group which is interesting for his hour count, so I went ask luop for an ip check and voila:

 

He actually is a smurf..

Seems pretty plausible to me. Thanks for the help. No action will be taken.  Well maybe not? I'll let the more experienced people look at this one.

I concur with JB. A good 90% of all his shots were lucky flicks, terrible sways, and had terrible reaction times. Although, two things I'm still uneasy about.

 

1st, being the demoman kill (14800). I'm not 100% familiar with how accurate TF2 hit registration(s) are but he started aiming at the lower extremities and then quickly proceeded for the head. 

2nd, when he stood still for a few seconds (20500). It's far too short to determine anything but usually if hackers do in fact cheat, they'll stand still for a distinct portion of time to change their commands.

 

Pretty unlikely to say he's hacking. Also found something lovely in his past.

For the demo, you have to keep in mind the lag betwen server and player in a demo that may make some shots look off.
