it obviously depends on the distance doesnt it. The 4x100 dropped 4 second, so each person shaved off 1 second.

Does anyone really care in the long run? They have homefield advantage, treat their athletes like commodities, lie about age, and put an entire countries department of treasury behind an intro. This might be their entrance to the super powers, but the things that have gotten them to superpowers have been what we used and they have somehow managed to keep a 'communist' regime. I'll pay as much attention to them as I do Sweden.
