No, sprays are not disabled, yes there is an option to disable sprays in the Multiplayer tab under the advanced option.

My spray of some ugly chick from Mo Oueer-o's servers (NH) doesn't work on arena for some reason, but my other sprays do.

Try entering retry into the console. I know sometimes my spray doesn't work, and that usually does the trick. If that doesn't work, though, I have to restart TF2.

sometimes the sprays won't work. just restart steam, or wait a few map rotations. seems to fix itself regardless
