no it isnt a spy.. he plays heavy.. and its widely known on the server what he is doing..

It's not donor. It's definitely a custom skin (which you'll see on any tf2 server, not just Lotus).

It could be a flaw of some kind from using the "paint my item" donor feature for an item that is glitched - the schema for painting the item exists, but is not active.

I care but I think the only thing that we really could do is either remove the colour or ban the item. That would cause a lot of rage against us by the community. There may be other ways to solve this but I really don't know much about this.

I don't think anyone is getting the problem here. this is obviously can be game changing such as a Sniper seeing him and shooting at his own teammate and wondering "wtf" or medic not healing do to the different shirt. I would say disabling paint for this item and any other "shirts".
