You were warned back in December, if you didn't get the announcement about changes to Steam Guard, because too many idiots lost their accounts, money, and private information to script kiddies in Russia.

The 15 days I think is due to the amount of days a charge-back from some strange bank finally settles, the maximum of it I believe. (Also, I'm just jerking your chain...just wondering why it was disabled in the first place. ;_
