I guess we just can't get a new game mode or some new maps. Valve just hates those. They can't sell maps on the TF2 store so clearly no one wants new maps or gamemodes. They could have released it outside the quickplay rotation if it was too hard for new players. Just like how degroot, hydro and all the arena maps are in the game but never seen by anyone.
