Yes he is a sort of super unit thanks to his great armor, but like heros he can't be killed by "glass sword" but can be killed by "zen counterpunch", those 2 characteristics make him like a hero.

About the keep you're right, but it's more easy to summon the necro in earlier game than build a keep, so summoned in a keep or not it's not important.

But don't forget :

Glass sword don't kill him, zen counterpunch do.

Nekkero is very good. I used him as scout and he came out alive with yellow health. Lots of units were attcking him including heroes
